Overview

Craig Phillips serves as Director of Underwriting for Ubi Cras Stop Loss (UC//SL). With more than 35 years of insurance industry experience, his areas of expertise span medical stop-loss, financial risk, health insurance, and property & casualty. Craig blends underwriting, program management, and risk management expertise, and has built and led underwriting operations that carriers and reinsurers rely on for disciplined risk selection.

Craig spent 24 years at Medical Risk Managers (MRM) in South Windsor, Connecticut, holding roles of increasing responsibility and becoming Senior Vice President of Underwriting in 2017. At one of the industry’s longest-standing medical stop-loss MGUs, he underwrote and managed business on behalf of carrier and reinsurance partners across a full range of market cycles, developing the pricing discipline and portfolio judgment that define his approach today.

He then joined Navigators Re as Senior Vice President of Underwriting, where he managed the company’s stop-loss program business written on both an insurance and reinsurance basis. The role required him to underwrite at the program level while balancing the economics of ceding carriers, reinsurers, and distribution partners simultaneously.

In 2020, Craig joined HM Insurance Group as Vice President, Underwriting, responsible for leading several underwriting regions and spearheading efforts behind the West region expansion of HM’s stop-loss business. In addition, he served as Executive Director of AST Risk, LLC, an MGU partially owned by HM Insurance Group that specializes in small group level-funded business, reviewing underwriting, pricing, and distribution infrastructure.

Across each role, Craig has been a hands-on underwriter and builder rather than an overseer, designing the risk selection frameworks, pricing models, and program structures that make a book of business durable through soft and hard markets alike. At UC-UW, he leads underwriting strategy and portfolio construction, anchoring the platform’s promise of disciplined, data-informed risk-taking for reinsurers, TPAs, and benefit advisors.
